Judy is the President of Settlement Housing Fund, a New York City-based nonprofit affordable housing organization that develops and owns affordable housing and provides resident engagement services, affordable housing leasing and compliance, and serves as an HDFC nominee. She initially joined Settlement Housing Fund in 2017, and oversaw a team responsible for SHF’s real estate acquisitions, development, and asset management until she became President in 2024.

Prior to joining SHF, she worked as a Project Manager at Douglaston Development and she previously worked in Washington, DC at the US Department of Housing and Urban Development in the Office of Community Planning and Development. She has an AB from Harvard University, an MPA from New York University’s Wagner Graduate School of Public Service, and an MBA from New York University’s Stern School of Business.
